Council on Legislation Vote and Proposed Legislation

Every three years, representatives from Rotary districts across the globe gather in Chicago to review and vote on proposed legislation. The Council on Legislation (COL) is an essential part of Rotary’s governance.  Rotarians have different viewpoints on issues and topics, and this is good for Rotary; what might not be important to a particular district in the United States might be very important to a district in another country.
 
The members of the Council are Past District Governors.  The District 5450 Representative and an Alternate will be selected from the candidates proposed at the District Conference business meeting on Saturday May 3, 2014. Only those electors present may vote (proxy votes can be arranged) and all electors from one club MUST vote for the same candidate. Split votes are not allowed.

There are three candidates for the two District 5450 positions.  Election will be conducted by a Single Transferable Vote:

  • PDG David Beall
  • PDG Jim Halderman
  • PDG Norris Hermsmeyer
In addition to the election of our Representative and Alternate, legislation may be proposed for consideration at the COL by a club or by the district. Any proposal submitted to the District prior April 20, 2014 will be considered for adoption at the District Conference.
